Scrape down the sides and the bottom of the bowl and add the cocoa powder, milk, vanilla, and salt. Add the powdered sugar and beat slowly until incorporated, increasing the speed to beat it more fully. If frosting is too thick, beat in more milk, a few drops at a time.
Add confectioners' sugar, cocoa powder, heavy cream, salt, and vanilla extract.
Add butter and mix with an electric mixer until crumbly.
Whisk constantly until mixture is heated and sugar is dissolved. If consistency of frosting is too thin, gradually add more sugar. Scrape down the sides of the bowl as needed.
